Mr. Roy Allen Phelps of Chesapeake, Va., is announcing the engagement and forthcoming marriage of his daughter, Meagan Lauren Phelps to William Travis Swain. The bride-elect is the daughter of the late Jenny Bates Miller. The groom-elect is the son of Mr. and Mrs. William Vernon Swain, Jr. of Washington, N.C.
