WASHINGTON EVENING ROTARY | CONTRIBUTED   BELL RINGER: Lt. Goldie Rabon spoke to the Rotary Club on Thursday, Dec. 12, about the beginning and early history of the Salvation Army in England and talked about the development of the annual Kettle Drive, their major fundraiser.
