Fay was born in Hippo, Kentucky, on Nov. 15, 1948. She was the daughter of the late Marion and Hattie Davis Hughes. Fay was a devoted mother, sister, grandmother, and friend. She dedicated her work life as Program Supervisor at Easter Seals to helping empower and strengthen those with mental and physical disabilities.
