Sound Off highlights anonymous, brief takes on the news offered via telephone by Daily News readers.

I have used some measures in my home to lower my utilities bill and it has not worked at all. I am on load management and I also changed all of the bulbs in my house to the spiral bulbs that save energy and last for five to seven years. My utility bill is still high and continues to rise. A 1-percent reduction in my electric rate? OK, but it’s not enough. But I guess the city uses the utility fund to fund everything else. Now, what does the city say about that?

Maybe somebody in Sound Off land can help me. I have been feeding a cat since right before the hurricane. I am no longer living in my home. I won’t go back. Where I’m living now, I can’t have a cat, and I don’t know what to do. A relative who wants it has tried to capture the cat. The cat’s a stray, and we just can’t catch it. I hate the thought of just leaving the cat behind because it expects to be fed. Are there some no-kill shelters in town and would they help to capture a cat? It’s just eating away at my mind. I know what animal control would do. It would put it to sleep.
