New fishing pier coming to Havens Gardens

Out with the old, in with the new.

Havens Gardens, Washington’s waterfront park at the confluence of Runyon Creek and the Pamlico River, will be getting a new fishing pier. Once the existing pier is taken down, the new pier will be built in the same location, according to Kristi Roberson, the city’s parks and recreation supervisor.

During its meeting Monday, Washington’s City Council authorized the city manager to sign the grant contract related to the project and adopted a grant project ordinance so the project can proceed. The pier will be accessible to handicapped people.

“It’s not an additional pier. It’s a replacement pier,” City Manager Bobby Roberson told the council.

Washington’s City Council, during its meeting Monday, will consider accepting a grant to help pay for a new fishing pier at Havens Gardens.

The N.C. Division of Coastal Management approved the city for an overall $100,125 grant award to help finance the project. The city is providing $14,300 in cash and $2,125 in in-kind services for the project. The N.C. Department of Environmental Quality earmarked $83,700 from its North Carolina Public Beach and Coastal Water Access Program for the new pier.

The council will consider adopting a grant project ordinance in the amount of $98,000 for the project, $5,000 for professional services and $93,000 for construction.

The new pier, if built, would include cutouts from which handicapped people could fish, according to a city document. Though the Havens Gardens pier is included in the city’s capital-improvements plan, its tentative budget does not reflect the cost of the cutouts, according to a memorandum from Roberson to the mayor and council members.

The new pier was part of a list of recommended improvements for the waterfront park recommended to the city several years ago. Other proposed improvements at Havens Gardens include a loop walking trail west of the parking lot, a shelter on the west end of Havens Gardens so it overlooks the Pamlico River, a fenced-in play area for small children and adding facilities for a splash park, bocce and beach volleyball.

A kayak launch at the adjacent boat ramps is in the works.
