Washington’s City Council, according to the tentative agenda for its meeting Monday, could award a contract to build a new fishing pier at Havens Gardens.

The city received two bids on the project, an $84,000 bid from Sawyer’s Residential & Marine Construction Co. and a $97,450 bid from TJ’s Marine Construction. Kristi Roberson, the city’s parks and recreation director, in a memorandum to the mayor and council members, recommends awarding the contract to Sawyer’s Residential & Marine Construction Co.

The city’s just-ended 2017-2018 fiscal year budget included $100,125 for the new T-shaped fishing pier.

The city received an $83,700 grant from the Coastal Area Management Act’s public-access program to help pay for the pier. The grant required the city to provide $16,425 toward the project. Jarvis Consulting developed the pier specifications, materials and drawings for the project.

The new pier will provide better access for handicapped people than the existing pier provides. The new pier will include guardrails that comply with Americans with Disabilities Act requirements.

In other business, the council will consider adopting a resolution to set a public hearing at 6 p.m. Aug. 13 regarding a petition by American Legion Post 15 to have its property annexed into the city. At its June 11 meeting, the council directed City Clerk Cynthia Bennett to investigate the post’s petition for annexation. Bennett investigated the petition and certified the property meets annexation requirements.

The city clerk investigates annexation petition to make sure the property in question meets the state’s requirements for annexation. If the property were annexed, the property owners would pay property taxes. The property would receive police and fire services that are provided by the city. The property would become subject to the city’s zoning regulations, building codes and other regulations.

On Monday, the council is scheduled to consider ordering the city clerk to investigate annexation petitions from Beaufort County Schools and Avalanche Motor Sports. Beaufort County Schools wants 6.47 acres of land adjacent to Washington High Schools annexed into the city. The land would be used for a soccer complex. Avalanche Motor Sports seeks to have 3.46 acres on West Fifth Street to become part of the city.
