Mr. Owen Arthur Emanuel, 86, a resident of Washington, died Monday, Nov. 18, 2019. A funeral service will be held 2 p.m. Sunday, Nov. 24, 2019, at First Church of Christ in Washington. Burial will follow in Pamlico Memorial Gardens. The family will receive friends from 4 p.m. to 6 p.m. Saturday, Nov. 23, 2019, in the Family Life Center at the church and other times at the home.
