City Council to consider upset bid for sale of Carter House

The Washington City Council on Monday will consider approving an upset bid offer of $55,000 to purchase the historic Henry Clay Carter House.

During its March meeting, City Council adopted a resolution to begin the upset bid process for accepting a $50,000 bid from Mindy and William Carr, who planned to renovate the house and eventually live there.  During the upset bid process, Damon Walcott submitted a $55,000 bid on behalf of 2BRW Holdings LLC. According to documents provided by the city, that bid was advertised with an April 20 closing date. No additional bids were received.

Built in the 1930s, the Carter House is a mix of Tudor, Colonial Revival and Art Deco styles. It is located at 415 W. Second St., next to Brown Library. The city has owned the house since 2015; the future of the property has been debated since then.

Don Stroud, president of the Washington Area Historic Foundation, previously said that, by selling the property, the city could “would preserve the streetscape, and what is the only anchor to that corner.”

In other business, the board will consider approving the budget ordinance for the upcoming fiscal year. Council will also considering locking in the 2021 ad valorem tax rate at 53 cents per $100 valuation.

Monday’s meeting will begin at 5:30 p.m. inside the Washington Municipal Building’s City Council chambers. Masks will be required, and attendance will be limited due to COVID-19 restrictions.
