Miss Charlotte Louise Turner, 74, of 1595 Union Fort Road, Bronx, N.Y., died Wednesday, Dec. 29, 2010, at the Beth Israel Hospital, New York. Funeral arrangements are incomplete and will be announced by the Randolph Funeral Home, 219 N. Bonner St., Washington.
