Somebody needs to tell the Washington police chief there is a leash law in Washington.

Have Washington residents noticed the decline in the populations of feral cats downtown lately? This is because of no new litters of kittens downtown — thanks to a local nonprofit organization that traps and neuters these cats and also gets them their shots. Also, be thankful for the dedication of this group and local veterinarians
