Mr. James Carlyle “Tootsie” Wiggins Jr., 68, a resident of 216 Clayton St., Washington, died Friday, Dec. 30, 2011, at UHS-Beaufort Hospital. A graveside service will be conducted at 2 p.m. Sunday at Celestial Memorial Gardens of Vanceboro. The family will receive friends from 6 p.m. until 8 p.m. tonight at Paul Funeral Home & Crematory of Washington and other times at the home.
