Mrs. Barbara Lowe Watkins, 69, a resident of Clifton Park Apartments, Washington, died Sunday, Dec. 16, 2012, at Vidant Medical Center in Greenville. A memorial service will be held at a later date in Enid, OK. The family will receive friends from 7 p.m. until 8 p.m. Thursday at the Clifton Park Apartments community room, 1030 Cowell Farm Road, Washington.
