Deputies rescue driver and dogs from vehicle in canal

At 1:59 AM on Mar. 21 the Regional 911 Communications Center received a call about a vehicle overturned in a canal on U.S. 64 just west of the Alligator River Bridge in Tyrrell County.
Tyrrell County Deputies Terrance Flaugher and Lance Howell responded and found the vehicle overturned on its side in a canal. The driver of the vehicle and two dogs were trapped inside the vehicle with the driver chest deep in water and water coming into the vehicle, Sheriff Darryl Liverman reported.
The deputies went into the water and were able to knock the front window out of the vehicle and get the man and two dogs safely out of the vehicle.
Washington-Tyrrell EMS treated the driver at the scene.
As a result of the investigation the driver, Jaime Carpio Jr., 36, of Manteo was charged with driving while impaired by the State Highway Patrol and resist, delay and obstruct a public officer by the Sheriff’s Office.
Carpio was transported to Dare County Detention Center on a $4,000 secured bond.
