William Lockhart “Billy” Howlett, 79, of 4165 Riverneck Road, Columbia, died Saturday, Jan. 5, 2019, at Sentara-Albemarle Medical Center in Elizabeth City. A funeral service will be held at 2 p.m. Wednesday, at Soundside Missionary Baptist Church, with Rev. Stephen Duncan officiating. The family will receive friends in the fellowship hall at the church during the hour prior to the funeral and other times at the home. Arrangements are by Bryan Funeral Service.
