Tropical Storm Melissa caused a backup of water in Scuppernong River, which resulted in this overwash scene in the S curves on Riverneck Road north of Columbia on Oct. 14. Low-lying streets also flooded when canals that usually drain surface water away from the town became conduits for river overflow.
