HOLIDAY BELLS: Among the festivities during Washington’s Light Up the City event Tuesday evening, the River City Ringers offered a special holiday concert at the Turnage Theatre, preceding the AOP Player’s presentation of “A Christmas Carol.” Next door at the Harbor District Market, visitors sipped cacao and perused a wide variety of holiday crafts during the Christmas Market, which continues today and Saturday.
