Apartment complex proposed: Abbington Fields would serve low-income residents

Washington may be getting a new apartment complex, this one on Whispering Pines Road.
The proposed Abbington Fields low-income housing complex would be next to the News Sunrise apartment complex at the intersection of Whispering Pines Road and West Fifth Street.
“This project is similar to the one — it’s a different group — but it’s similar to the one that was put in by Tractor Supply,” Glenn Moore, a city planner, told the Planning Board during its June 23 meeting. He was referring to Alderbrooke Pointe on West 15th Street.
The Abbington Fields developer is seeking tax credits to help cover costs to build the project, Moore noted. “We don’t know if this is going to go through or not.”
The proposed apartment complex would be built on land rezoned earlier this year. In April, the City Council changed the zoning classification of 6 acres on Whispering Pines Road (adjacent to New Sunrise apartments) from its B-3 (shopping-center) designation to O&I (office and institutional).
The Planning Board, during a meeting earlier this year, discussed the rezoning request filed by Rea Ventures Group and recommended the council change the zoning classification of the vacant property, determining doing so would be consistent with the city’s comprehensive land-use plan. The property is owned by FF Acquisition LLC, which is based in Eden Prairie, Minn. The 6 acres is part of a 33-acre tract.

“It’s actually a portion of the larger piece that was going to be used as a shopping center years ago. … They’ve cut out about 8 acres to use for their project,” Moore told the board. “We’ll know more in August, if they’re going to proceed.”
Board member Dot Moate asked Moore if the developer has experience with such projects.
“He had a pretty impressive portfolio of things they’ve built,” Moore said.
The board reviewed drawings of the proposed project.
“So, we’ll report back in August or September. … It looks to be a nice project,” Moore said.
