Rain from Hurricane Joaquin means rising water levels

VAIL STEWART RUMLEY |DAILY NEWS HOW HIGH’S THE WATER: Saturday afternoon, Washington resident Wink Mayne  and Mayne family friend Abby waded through the parking lot to reach the pier at  Havens Gardens on Washington. Water started to rise in Washington early Saturday  afternoon and was expected to peak late Saturday into Sunday morning. Eastern  North Carolina remains under a National Weather Service issued flood watch until Monday.
